Community benefits in Wales, explained.

Community benefits are commitments secured through public procurement that improve well-being for communities — jobs, training, fair work and local opportunity — beyond the contract itself. This is the plain-English (and Welsh) guide to what they are, the law behind them, and why delivering them well is hard.

The related model under the Public Services (Social Value) Act 2012, which applies in England and Wales — the duty to consider well-being.

The moment

Welsh duties are commencing now

The Social Partnership and Public Procurement (Wales) Act 2023 brings socially responsible procurement duties into force. Key socially responsible procurement duties come into force from 25 March 2026 under the Commencement No. 4 Order 2025. The Act also provides for annual socially responsible procurement reports and a contracts register — the first annual-reporting date is still to be confirmed.

  • 2024 Part 2 social partnership duties commenced (1 April 2024); the “A Prosperous Wales” goal now references fair work.
  • Mar 2026 Key socially responsible procurement duties commence (25 March 2026, Commencement No. 4 Order 2025).
  • TBC Annual socially responsible procurement reports and a contracts register are provided for; the first reporting date is to be confirmed.

Securing them is easy. Delivering them is hard.
