Why this site exists

Community benefits are about to matter more in Wales than they ever have, and the rules are genuinely confusing. This site exists to explain them clearly and accurately — what they are, where they sit within socially responsible procurement and the well-being goals, why they matter, and why delivering them well is hard. It is useful on its own terms whether or not you ever look at our product.

Disclosure

This site is published by Teomach Limited, the team behind Cenefits. It is independent of, and not endorsed by, the Welsh Government or any public body. We are open about the fact that we make procurement software — and we have kept the educational content accurate and neutral so you can trust it regardless.

What Cenefits is

Cenefits is the platform for securing, delivering, evidencing and reporting community benefits at scale. It gives contracting authorities and their suppliers one place to record every commitment, chase and check the evidence, score quality, and produce reporting they can stand behind.

It has a track record. Cenefits is proven across Scotland’s public sector — councils and regional bodies use it to run and report their community benefits. We are now bringing it to Wales: built precisely for the tracking, clause-monitoring and annual reporting that the Social Partnership and Public Procurement (Wales) Act 2023 now demands. We would rather be straight about entering Wales than claim Welsh customers we do not yet have.

Accuracy & the Welsh language

We write the legal and policy content from the primary sources and cite them on our resources page. The Welsh-language version of this site is published as a draft and is being reviewed by a fluent Welsh speaker — we would rather offer Welsh now and correct it openly than withhold it. If you spot an error in the Welsh, please tell us.
